In Resident Evil 4 Remake, players can defeat Verdugo by freezing him with nitrogen pipes and then dealing heavy damage to him. Once it’s frozen, use melee attacks first and then use heavy weapons like a shotgun or rocket launcher. Melee attacks will throw him to the ground, but he will immediately get up. So use the little window to bring hell down on him. Grenades do wonders for this enemy too.
Since Verdugo only takes damage when frozen, there is no need to try to parry his attacks. Make sure you start running right before it unfreezes. Then find the next nitrogen pipe and repeat the process. After a couple of times, Verdugo will die and drop the artifact.

Before the fight begins, Verdugo will attack you with his tail from the ceiling or from under the floor. They can drain a lot of your health so make sure you dodge them with the dodge button.
If you waste time turning around, he will attack you with a slash attack. To avoid this, make sure you use the quick turn mechanic. Lastly, watch out for his tail. Verdugo’s tail will remind you of the Xenomorph from Aliens. He has a huge blade at the end of his tail with which he can deal a lot of damage. Make sure you keep your distance to avoid this.
