There are two ways to get the DLC Booster Course Pass. You can buy the DLC Booster Course Pass for $24.99. Or you can also purchase a Nintendo Switch Online + Expansion Pack subscription to receive the Booster Course Pass along with it.
As for the criteria for unlocking new characters, they might be similar to the ones you used to unlock Rosalina, Toadette, Larry, and more. That is, you may need to get gold in the Grand Prix mode.
New characters in MK8 Deluxe DLC
Birdo has been confirmed to release with wave 4 of the Booster Course Pass DLC. The best part is that you can choose from a total of 9 color options while playing as her.
