In order to get the VTOL jet, you first need to unlock the last mission of the Showdown game. And since the game lasts about 12-17 hours. You should rightly assume that unlocking the VTOL plane will take some time. This is also the mission where you will be able to use the jet for the first time.
You can get this mission by simply advancing and completing the game’s story. The aircraft in this game is called MDI 921V VTOL. During the mission, you can find the plane at the landing site.
