According to a Microsoft statement: “As a reminder, by default, end-to-end encryption will not be available to all users in an organization. After IT has configured the policy and enabled the setting for affected users, those users will still need to enable end-to-end encryption in their teams settings. IT retains the ability to disable this encryption for individual Teams calls when needed.”
